Queensland Corrective Services (QCS) manages 17 correctional facilities and oversees approximately 18,000 offenders on community supervision orders statewide.
The Challenge
Managing 18,000 community-supervised offenders across one of Australia's largest and most geographically challenging states demanded more than a software upgrade. DataScan's partner, Integrated Biometrics, supplied the FBI-certified fingerprint scanning technology at the heart of a platform that is now transforming compliance, reducing recidivism and freeing officers from paperwork.
- QCS's existing community supervision platform was deteriorating, creating compliance gaps and unreliable data across a massive geographic footprint
- Officers buried in manual administration paper-based processes, appointment scheduling, travel permit issuance and document management consumed officer time.
- No reliable way to verify identity remotely with offenders spread across vast distances, verifying who was actually reporting and complying with supervision orders.

Software partner Optimation built the Connect platform around the Integrated Biometrics Kojak scanner, creating a secure, multi-channel community corrections tool covering every touchpoint of the supervision journey.

Step 1
Workflow Analysis
When an individual enters the QCS community corrections system, their fingerprints are captured using the Integrated Biometrics Kojak scanner at a regional QCS office.

Solution Design
The Kojak is an FBI-certified ten-print fingerprint scanner built on Integrated Biometrics' proprietary Light Emitting Sensor (LES) technology delivering accurate, contactless-capable biometric capture even in demanding field environments.

Deployment & Training
Officer dashboard provides real-time caseload management-Officers access a centralised portal giving them live oversight of their full caseload compliance information.

Post Implementation
In the first 12 months of production use: 8,500 Individuals were inducted and registered through the system, with approximately 700 new inductions per month.
The Results
The platform was designed to deliver measurable operational improvements across QCS's community corrections division:

- 100% elimination of on-boarding and permit issuance variation and paper-based processes
- 60% reduction in officer appointment time through self-check-ins for lower-risk offenders
